Your legal team almost certainly does not know this is happening, because no one told them that resource creation had been delegated to an autonomous agent.
2. Orphaned Resources and the Compliance Inventory Problem

This is the ownership problem in its most acute form: not just "who owns this resource," but "did this resource ever officially exist?"
3. Incident Response Chains That Have No Human Entry Point
When a security incident involves a resource that was autonomously provisioned, the incident response process breaks down at the first question: who is the resource owner?
NIST SP 800-61, the de facto standard for incident response, assumes that every affected asset has an identified owner who can be contacted, who has authority to make containment decisions, and who can provide context about the resource's purpose and data classification. When the owner field contains a service account name, a tool identifier, or is simply blank, the incident response team loses critical hours β sometimes days β establishing basic facts that should have been recorded at provisioning time.
In a breach scenario, those hours are not just operationally costly. They are legally significant. Regulators assessing breach notification timelines will ask why the organization did not know what data the affected resource contained, and the answer "because an AI agent created it without assigning a human owner" will not generate sympathy.
The Governance Architecture That Closes the Gap
The good news β and I do believe there is good news here β is that the ownership accountability problem is solvable without abandoning the productivity benefits of AI-assisted provisioning. The solution does not require removing AI agents from the provisioning workflow. It requires adding governance structure around their outputs.
Mandatory ownership declaration at provisioning time. Every resource created by an AI agent should require β at the infrastructure policy level, not the application level β a valid human owner tag before the resource is considered fully provisioned. Policy-as-code tools like Open Policy Agent, AWS Service Control Policies, and Azure Policy can enforce this as a hard requirement. No owner tag, no resource. The agent can propose an owner based on context; a human must confirm.
AI-generated resources in a distinct, auditable namespace. Resources provisioned autonomously should be distinguishable from human-provisioned resources in your asset inventory. This is not about treating them as second-class citizens β it is about ensuring that your compliance team can answer the question "which of our assets were created by AI agents?" in under five minutes, rather than under five weeks.
Ownership review as part of the change management cycle. If your organization runs periodic access reviews and asset inventory audits β which it should β AI-provisioned resources should be explicitly included, with a workflow that surfaces them to a human reviewer who can confirm, transfer, or revoke ownership. This closes the gap between "the agent created it" and "a human has accepted accountability for it."
Contractual language that reflects reality. Work with your legal team to update data processing agreements and cloud contracts to explicitly address AI-provisioned resources. This is uncomfortable, because it requires acknowledging to your vendors and partners that your environment includes autonomous provisioning β but it is far less uncomfortable than discovering, during a breach investigation, that your DPA does not cover the resource where the breach occurred.
A Note on the Accumulation Effect
I have written in previous columns about "trust creep" β the way that small, individually reasonable governance exceptions accumulate into systemic accountability gaps. The ownership problem is trust creep in its most concrete financial and legal form.
Each individual AI provisioning decision seems reasonable. The agent needed a temporary storage bucket. The agent spun up a compute instance to handle a workflow spike. The agent created a service account to connect two systems. None of these decisions, in isolation, seems like a governance crisis.
But multiply that by the number of agents running in your environment, the number of workflows they execute per day, and the number of months or years they have been operating β and you have an asset inventory that is partially fictional, a compliance posture that is partially unverifiable, and a contractual liability that is partially unquantified.
The accumulation is the problem. And the accumulation is invisible until someone β an auditor, a regulator, opposing counsel β starts asking questions that require you to trace every resource back to a human decision.
Conclusion: Own the Ownership Problem Before It Owns You
Technology is not simply a machine β it is a tool that shapes how responsibility flows through an organization. When we delegate provisioning decisions to AI agents without simultaneously delegating β and documenting β the accountability that must accompany those decisions, we are not just creating technical debt. We are creating legal and regulatory exposure that compounds quietly, at the speed of automated workflows, until it surfaces in the worst possible context.
The question "who owns this resource?" is not a bureaucratic formality. It is the foundation of every compliance framework, every incident response plan, every data processing agreement, and every regulatory audit your organization will ever face. In a world where AI agents are creating resources faster than humans can review them, that question needs a structural answer β not a manual one, but a governed one.
Name the resource. Tag the owner. Build the accountability chain at provisioning time, not after the incident report is filed.
Because the AI tools running in your cloud right now are creating assets. The only question is whether those assets have owners β or whether you will be explaining their existence to someone who already knows the answer.
